Historically, LADOT operated the Residential Speed Hump Program through an annual application process, selecting up to six street segments per district. However, demand exceeded resources, and the program’s request-based system did not fully align with safety goals. Funding was also reduced from $1.9 million to $715,000 in FY 2024-25, limiting installations to 1–2 per district.

To improve effectiveness and equity, the City Council approved a new policy-driven approach to the Los Angeles Department of Transportation (LADOT) by no longer using the application portal but will instead identify neighborhoods with the highest need. The department will coordinate with Council Offices and report in 120 days with a ranked list of corridors for the 2025 program based on an equity-based methodology.
