The City Council approved an implementation plan for SB79, a state bill introduced by Sen. Scott Weiner and signed by Gov. Gavin Newsom in 2025. The Council voted to adopt a plan that would delay implementation of the bill through a process known as upzoning, which will allow construction of 4-16 unit buildings up to 4 stories. The vote also limits upzoning along light and heavy rail lines, many of which run through our neighborhoods. This change will have impacts throughout CD 9, but the phase-in of the bill will add more lead-in time for communities to be notified and educated about the impending changes.
